Yes, I have in Windows and can put some very beautiful and interesting effects on videos.
The program is called Windows Movie Maker. We already have tutorial about them, and about Movie Maker in Windows XP Movie Maker and about in Windows Vista and Windows 7. We find the SEARCH box at the top right.
For that you have the software to know how to work with keyframe. Unfortunately you can not do this with Camtasia ... unless, it's Lucian, sit and put many a blur on each frame.
