Yes, I have in Windows and can put some very beautiful and interesting effects on videos.
The program is called Windows Movie Maker. We already have tutorial about them, and about Movie Maker in Windows XP Movie Maker and about in Windows Vista and Windows 7. We find the SEARCH box at the top right.
For this, the software must know how to work with keyframes. Unfortunately, this can't be done with Camtasia ... unless, in Lucian's words, you sit and put a blur on each frame.
