Well, 4000 RON is not much for what components you put there. Personally though, I have a Phenom II x2 550, an ATI HD5750, 4gb rami ddr2, an Asrock A780GMH motherboard (all the parts on my computer only reach half the performance of the parts featured in this tutorial) and yet I played most of the games at 1600x1200, and almost everything is in fur. Compared to my PC, this configuration is a monster that will make you laugh at any game at the moment, so 4000 RON for such a PC, would be worth, in my opinion all the money: D ... but at the moment there are "other" other priorities : P.
