Assuming that when you open a new tab (new tab) is displayed in your chrome 8 page with thumbnails (mini preview) of the most frequently accessed below in the page of Recently Closed (recently closed) from there you can restore time.
You suffer from such "problems" because, most likely, although you have a session (google chrome browser window) with a few tabs fixed, you still open an incognito mode session. Then when you decide to close the sessions you make a mistake and close the session first with the fixed tabs and only then the incognito one.
Doing so is wrong.
Why? For the browser will consider the last session, the last session closed and so restore all last session. So close future first incognito session and then the one with the tabs attached and you will not have that problem.
